2 ° Foro de Jefes de Centros Culturales Islámicos y Asociaciones fuera del Mundo Islámico

Singapur, 13-14 de octubre 2017

La Organización Islámica para la Educación, la Ciencia y la Cultura (ISESCO), conjuntamente con Jamiyah Singapur, celebró el 2 ° Foro de Jefes de Centros Culturales Islámicos y Asociaciones fuera del mundo islámico, sobre el tema: «El papel de las ONGs islámicas en la promoción de una cultura de paz: Retos y perspectivas «.

La ceremonia de apertura del Foro comenzó con una recitación de versículos del Santo Corán, seguido de un discurso de bienvenida del presidente de Jamiyah Singapur, Prof (Adj) Dr

Mohammad Hasbi Abu Bakar, quien agradeció a las partes cooperantes y participantes, y destacó los esfuerzos que realiza el Jamiyah en el sudeste asiático, a través de sus diversas actividades e iniciativas, con miras a promover una cultura de paz.

El Director General de ISESCO, su excelencia Abdulaziz Othman Altwaijri, dio la bienvenida al invitado de honor del Foro, el honorable Ministro Sr. K. Shanmugam, Ministro de Asuntos Internos y Ministro de Derecho y agradeció al gobierno singapurense por todas las facilidades proporcionadas en los últimos años para las reuniones celebradas por la ISESCO en asociación con Jamiyah en Singapur. El Dr. Altwaijri también agradeció a Jamiyah Singapur por su cooperación con la ISESCO en la organización de este Foro, que coincide con el 85 ° aniversario de Jamiyah, y destacó todo los esfuerzos humanitarios, culturales, educativos y sociales realizados por Jamiyah a lo largo de su larga historia. También extendió su agradecimiento a los miembros del Consejo Supremo de Educación, Ciencia y Cultura para los Musulmanes fuera del mundo islámico y a todos los participantes en este importante foro mundial, subrayando la importancia del tema del Foro en el contexto global de hoy, y evaluar los esfuerzos de la UNESCO dedicados a la promoción de una cultura de educación por la paz.

Su excelencia el Dr. Mohammad Bin Abdul Karim AHssa, Secretario General de la Liga Musulmana Mundial, expresó su apoyo al foro y a las actividades de la UNESCO. Su excelencia también habló sobre el terrorismo y el extremismo como una desviación del camino correcto. Y destacó los esfuerzos de Arabia Saudita para combatir estas tendencias tortuosas por todos los medios. Su discurso fue muy bien recibido por la audiencia.

El Ministro Invitado de Honor, el Sr. K. Shanmugam, Ministro del Interior y Ministro de Asuntos Jurídicos del Gobierno singapurense, expresó su inmenso placer por ser el invitado de honor del Foro. Dio la bienvenida al Director General de ISESCO y le agradeció por haber elegido Singapur para ser el anfitrión de este foro y por la asociación de la lSESCO con Jamiyah Singapur.

También felicitó a Jamiyah con motivo de su 85º aniversario y dio la bienvenida a los participantes e invitados presentes. A continuación, hizo hincapié en los principios de la política de su gobierno en el respeto de la diversidad cultural y la promoción del diálogo, la coexistencia y la paz entre las diversas comunidades étnicas y religiosas de Singapur.

La ceremonia de apertura contó con la presencia de líderes de la comunidad, miembros del cuerpo diplomático en Singapur, representantes de las principales instituciones religiosas del país, varios medios locales e internacionales, delegaciones de centros culturales islámicos y asociaciones fuera del mundo islámico, particularmente aquellas basadas en el sudeste asiático y el Pacífico, además de los coordinadores de la Estrategia para la Acción Cultural Islámica fuera del Mundo Islámico en Europa, Asia, América Latina y el Caribe, que representan a varios países como Argentina, el Reino Unido, Albania, Canadá, Francia, India, Indonesia, Malasia, Rusia, España, Suiza, Australia, Filipinas, Brunei Darussalam, Sri Lanka y Singapur.

El programa del Foro comprendió ocho sesiones de trabajo dedicadas a los siguientes temas:

– Sesión I: El papel del Consejo Supremo de Educación, Ciencia y Cultura para los musulmanes fuera del mundo islámico en la promoción de una cultura de paz. Fue presidido por el Director General de ISESCO.

– Sesión II: Papel de las ONGs musulmanas en la promoción de la paz: iniciativas nacionales (Canadá, Francia e India).

– Sesión III: Papel de las ONGs musulmanas en la promoción de la paz: iniciativas nacionales (Indonesia, Malasia y Rusia)

Sesión IV: Papel de las ONGs musulmanas en la promoción de la paz: iniciativas nacionales (España, Suiza y Reino Unido).
Sesión V: Papel de las ONGs musulmanas en la promoción de la paz: Iniciativas nacionales (Australia, Filipinas y Brunei Darussalam).
Sesión VI: Papel de las ONGs musulmanas en la promoción de la paz: Iniciativas nacionales (Singapur, Sri Lanka y Pakistán).
Sesión VII: Papel de los «Jóvenes Musulmanes Embajadores de la Paz»
Sesión VIII: Discusión en mesa redonda: Hacia mejores relaciones entre las religiones. Participaron en esta sesión el Director General de la ISESCO, el Secretario General de la Liga Mundial Islámica y representantes de las religiones budista, cristiana e hindú en Singapur, junto con el Presidente de la Organización Interreligiosa de Singapur.

Los participantes discutieron las ponencias presentadas, todos estuvieron de acuerdo en las siguiente directrices:

Enfatizar la importancia de los programas e iniciativas relacionadas con la educación en una cultura de paz en los planes de acción de la UNESCO dedicados a los musulmanes fuera del Mundo Islámico.
Continuar realizando foros y conferencias de los jefes de los centros culturales islámicos y asociaciones fuera del Mundo Islámico.
Pedir a la ISESCO dedicar más actividades y programas a los musulmanes en el sudeste Asia y el Pacífico, en coordinación con Jamiyah Singapur (Coordinador Regional de la ISESCO en la región).
Elogiar la iniciativa «Jóvenes Musulmanes Embajadores de la Paz».

Simultáneamente con las activdades del Foro, los participantes asistieron a la ceremonia de conmemoración del 8º aniversario de Jamiyah Singapur.

A la luz de estas directrices, el 2 ° Foro de Jefes de Centros Culturales Islámicos y las asociaciones fuera del Mundo Islámico emitieron las siguientes recomendaciones:

1. Acoger con beneplácito el lanzamiento de la inciativa «Jóvenes Musulmanes Embajadores de la Paz», y pedir la adopción de la mediación cultural como mecanismo para promover el diálogo y la paz entre culturas y civilizaciones.
Elogiar el «Programa de Embajadores de Buena Voluntad de la ISESCO» y su historial de logros, e invitarlo a adoptar a la iniciativa «Jóvenes Musulmanes Embajadores de la Paz» para trabajar bajo sus auspicios y asegurar la coordinación con ella.
Elogiar la iniciativa de la ISESCO y su entusiasmo por la participación de los miembros del Consejo Supremo de Educación, Ciencia y Cultura para musulmanes fuera del Mundo Islámico y los coordinadores regionales de la Estrategia para la Acción Cultural Islámica fuera del Mundo Islámico.
Hacer un llamamiento a los centros culturales islámicos y las asociaciones fuera del Mundo Islámico para que promuevan la verdadera imagen del Islam como una religión tolerante y moderada y corrijan las tergiversaciones difundidas en los medios.
Destacar la necesidad de conducir y promover el diálogo con los seguidores de otras religiones para fomentar el entendimiento y la cooperación hacia la paz mundial, basado en el principio de la fraternidad humana, y adoptar la cultura de la moderación y la paz como filosofía y forma de vida
pedir una mayor coordinación y trabajo en red entre los centros culturales islámicos y las asociaciones fuera del Mundo Islámico, a través del Consejo Supremo de Educación, Ciencia y Cultura y los coordinadores regionales.
Pedir el desarrollo de un código de ética común por parte de los seguidores de las religiones que establezca los principios del diálogo y la paz de tal manera que fomente la coexistencia, cooperación y respeto mutuo entre la humanidad.
Invitar a la ISESCO a celebrar jornadas culturales informativas sobre el Mundo Islámico en Asia, Europa y América, en cooperación con los centros culturales islámicos y las asociaciones en estas regiones.
Invitar a la ISESCO a organizar una semana cultural para jóvenes universitarios en cooperación con la Universidad Islámica Internacional de Malasia.
Pedir a la ISESCO apoyar la organización de seminarios de diálogo con los seguidores de religiones en universidades europeas para facilitar la integración de sus estudiantes musulmanes en cooperación con la Organización Internacional para las Migraciones (OIM) y COREIS.
Pedir a las organizaciones y líderes musulmanes que trabajen juntos a través de todos los canales pacíficos para restablecer la armonía y la dignidad humana y mitigar los sufrimientos por individuos o grupos de musulmanes y otros.
Invitar a Rabitah aI-Alam al-Islami (MWL) a cooperar con la ISESCO y en coordinación con la Organización Islámica en América Latina y el Caribe para convocar el 3er Foro para Líderes de Centros culturales y organizaciones islámicas fuera del Mundo Islámico en la ciudad de Lima en Perú, que se celebrará a finales de septiembre de 2018.
Felicitar a Jamiyah Singapur, en particular a su Presidente y a sus miembros, con motivo de su 85 aniversario, y encomia sus esfuerzos en promover el diálogo interconfesional, intercultural e interétnico en Singapur y el sudeste de Asia.

Al cierre de su reunión, el Foro expresó su gratitud a Su Excelencia el Dr. Abdulaziz

Othman Altwaijri, Director General de de la ISESCO, por su apoyo a este exitoso foro en el marco de la implementación de la Estrategia para la Acción Cultural Islámica para los musulmanes fuera del Mundo Islámico; e invitó a la ISESCO a continuar sus esfuerzos cívicos relevantes para el beneficio de Musulmanes fuera del mundo islámico.

El Foro también expresó su profundo agradecimiento a Su Excelencia el Dr. Mohammad Bin Abdul

Karim Al-Issa, Secretario General de la Liga Mundial Islámica y su estimada delegación de

funcionarios por su participación y su importante discurso en el Foro y también por su participación en la sesión de la Mesa Redonda junto con el Director General de la ISESCO y con los diferente

líderes del resto de confesiones que expresando solidaridad y reconocimiento a la ISESCO y Jamiyah por sus buenos esfuerzos en promover la paz y la armonía para la humanidad.

Finalmente, los participantes agradecieron al Gobierno de Singapur, representado por el invitado de

honor del Segundo Foro de Jefes de Centros Culturales Islámicos y Asociaciones fuera

el Mundo Islámico, su excelencia el Ministro K. Shanmugam, Ministro del Interior y Ministro de Ley del Gobierno de Singapur.

Final Report

The lslamic Educational, Scientific and Cultural Organization (ISESCO), jointly with Jamiyah Singapore, held the 2^ndForum of the Heads of lslamic Cultural Centers and Associations outside the lslamic World, on the theme: »The Role of lslamic NGOs in Promoting a Culture of Peace: Challenges and Prospects.»

The Forum’s opening ceremony commenced with a recitation of verses from the Holy Quran, followed by a welcome address by the President of Jamiyah Singapore, Prof (Adj) Dr Mohammad Hasbi Abu Bakar, who thanked the co-operating and participating parties, and highlighted the efforts being made by the Jamiyah in Southeast Asia, through its various activities and initiatives, with a view to promoting a culture of peace.

The Director General of ISESCO, His Excellency Abdulaziz Othman Altwaijri, then took the floor and welcomed the Forum’s guest of honor, the Honourable Minister Mr K. Shanmugam, Minister for Home Affairs and Ministr for Law and thanked the Singaporean government for all the facilitations provided over the past years for the meetings held by ISESCO in association with the Jamiyah in Singapore. Dr Altwaijri also thanked Jamiyah Singapore for its cooperation with ISESCO in organizing this Forum, which coincides with the Jamiyah’s 85^thanniversary, and commented all the humanitarian, cultural, educational and social efforts made by the Jamiyah throughout its long history. He also extended his thanks to the members of the Supreme Council for Education, Science and Culture for Muslims outside the lslamic World and to all participants in this important world Forum, underscoring the importance of the Forum’s theme amid today’s global context, and reviewing ISESCO’s efforts devoted to the promotion of a culture of peace education.

His Excellency Dr Mohammad Bin Abdul Karim Al-Issa, Secretary General of Muslim World League expressed his supports for the forum and ISESCO’s activities. His Excellency also spoke about terrorism and extremism as deviation from the right path. He further highlighted Saudi’s Arabia’s efforts to combat these devious trends by all means. His keynote speech was highly received by the audience.

Guest of Honour Minister Mr K. Shanmugam, Minister for Home Affairs and Minister for Law of the Singaporean government seeking at the occasion expressed his immense pleasure at being the guest of honor of the Forum. He welcomed ISESCO Director General and thanked him for having chosen Singapore to host this forum and for ISESCO’s partnership with the Jamiyah Singapore.

He also congratulated the Jamiyah on the occasion of its 85^th anniversary and welcomed the participants and guests present. He then stressed the principles of his government’s policy regarding respect for cultural diversity and promotion of dialogue, coexistence and peace between and among the various ethnic and religious communities in Singapore.

The opening ceremony was attended by a host of commu8nity leaders , members of the diplomatic corps in Singapore, representatives of the main religious institutions in the country, several local and international media personnel , delegations of Islamic cultural centers and associations outside the Islamic world, particularly those based in Southeast Asia and the Pacific, in addition to the coordinators of the Strategy for Islamic Cultural Action outside the World in Europe, Asia and Latin America and the Caribbean, representing several countries including Argentina, the UK, Albania, Canada, France, India, Indonesia, Malaysia, Russia, Spain, Switzerland, Australia, Philippines, Brunei Darussalam, Sri Lanka and Singapore.

The Forum’s programme comprised eight working sessions devoted to the following

topics:

Session I: the Role of the Supreme Council for Education, Science and Culture for Muslims outside the Islamic World in promoting a culture of peace. It was chaired by ISESCO Director General.
Session II: Role of Muslim NGOs in Promoting Peace: Country Initiatives (Canada, France and India).
Session III: Role of Muslim NGOs in Promoting Peace: Country Initiatives (Indonesia, Malaysia and Russia).
Session IV: Role of Muslim NGOs in Promoting Peace: Country lnitiatives (Spain, Switzerland and the UK).Session V: Role of Muslim NGOs in Promoting Peace: Country lnitiatives (Australia, Philippines and Brunei Darussalam).Session VI: Role of Muslim NGOs in Promoting Peace: Country lnitiatives (Singapore, Sri Lanka and Pakistan).Session VII: Role of Muslim Youth Ambassadors of Peace lnternationalSession VIII: Roundtable Discussion: Towards Better lnter-Faith Relations. Participating at this session were ISESCO Director General, the Secretary General of Muslim World League and the representatives of the Buddhist, Christian and Hindu faiths in Singapore, a long with the President of the lnter-religious Organization of Singapore participated.The participants then discussed the papers presented, which all agreed on the following guidelines:
1. Emphasizing the importance of programmes and initiatives related to education on a culture of peace in ISESCO’s action plans devoted to Muslims outside the lslamic world.
2. Continuing to hold forums and conferences of the heads of lslamic cultural centers and associations outside the lslamic world.
3. lnviting ISESCO to devote more activities and programmes to Muslims in Southeast Asia and the Pacific, in coordination with Jamiyah Singapore (ISESCO Regional Coordinator in the region).
4. Commending the initiative «Muslim Youth Ambassadors of Peace lnternational».
In parallel with the Forum, the participants attended the ceremony marking the 85^thanniversary of Jamiyah Singapore.

In light of these guidelines, the 2^ndForum of the Heads of lslamic Cultural Centers and Associations outside the lslamic World issued the following recommendations:
1. Welcoming the launch of the «Muslim Youth Ambassadors of Peace lnternational» initiative, and calling for the adoption of cultural mediation as a mechanism for promoting dialogue and peace among cultures and civilizations.
2. Lauding «ISESCO Goodwill Ambassadors Programme» and its record of achievements, and inviting it to embrace the «Muslim Youth Ambassadors of Peace International» initiative to work under its aegis and ensure coordination with it.
3. Lauding ISESCO’s initiative and its keenness on the participation of the members of the Supreme Council for Education, Science and Culture for Muslims outside the Islamic World and the regional coordinators of the Strategy for Islamic Cultural Action outside the Islamic world.
4. Calling on the Islamic cultural centers and associations outside the Islamic world to promote the true image of Islam as a tolerant and moderate religion and redress the misrepresentations made of in the media
5. Emphasizing the need for conducting and promoting dialogue with followers of other religions in order to foster understanding and cooperation towards world peace, based on the principle of human fraternity, and adopting the culture of moderation and peace as a philosophy and a way of life.
6. Calling for further coordination and networking among the Islamic cultural centers and associations outside the Islamic world, through the Supreme Council for Education, Science and Culture and the regional coordinators.
7. Calling for the development of a common code of ethics by the followers of religions that sets out the principles of dialogue and peace in such a way as to foster coexistence, cooperation and mutual respect among mankind.
8. Inviting ISESCO to hold informative cultural days about the Islamic world in Asia, Europe and America, in cooperation with the Islamic cultural centers and associations in these
9. Inviting ISESCO to hold a cultural week for university youths in cooperation with the International Islamic University Malaysia.
10. Inviting ISESCO to support the organization of seminars for dialogue with followers of religions in European universities to facilitate the integration of their Muslim international students in cooperation with International Organization on Migrations (01M) and COREIS.
11. Calling for Muslim organizations and leaders to work together everyone through peaceful channels to restare harmony and human dignity and mitigate sufferings for individuals or groups of Muslims and others
12. lnviting Rabitah al-Alam al-lslami (MWL) to cooperate with lslamic Educational, Scientific and Cultural Organization (ISESCO) and in coordination with the lslamic Organization in Latin America and Caribbean to convene the 3^rdForum for Leaders of Cultural Centres and lslamic Organizations outside the Muslim World in the city of Lima of Peru which is to be held in the end of September 2018.
13. Congratulating Jamiyah Singapore, particularly its President and members, on the occasion of its 85^thanniversary, and commending its efforts to promete inter-faith, intercultural and inter-ethnic dialogue in Singapore and Southeast Asia.At the close of its meeting, the Forum expressed gratitude to His Excellency Dr Abdulaziz Othman Altwaijri, Director General of the lslamic Educational, Scientific and Cultural Organization (ISESCO), for his support to this successful forum within the framework of the implementation of the Strategy for lslamic Cultural Action for Muslims outside the lslamic World; and invited ISESCO to continue its relevant civlizational efforts for the benefit of Muslims outside the lslamic world.The Forum also expressed its deep appreciation to His Excellency Dr Mohammad Bin Abdul Karim Al-lssa , Secretary General of Muslim World League and his esteemed delegation of officials for his participation and giving the key note speech at the Forum and also participating in the Roundtable session along with the Director General of ISESCO and with different faith leaders expressing solidarity and appreciation to ISESCO and Jamiyah for their good efforts in promoting peace and harmony for mankind ..Finally, the participants thanked the Government of Singapore, represented by the guest of honor of the Second Forum of the Heads of lslamic Cultural Centers and Associations outside the lslamic World, H.E the Minister K. Shanmugam, Minister of Home Affairs and Minister for Law of the Government of Singapore.
